Not until 2009. I just checked because I am heading there in June. If you drive there.. you dont need it. But i think you do if you fly.. I could be wrong on that. But I know that you DO NOT need it to drive across the border. ~+~

I don't know about now, but when I lived in Arizona we'd go there often, and you'd buy a 90-day visa at the border (Mexican side). It was supposed to be $3, but the Federales would keep holding their hands out. $10 or $15 is about what you'd pay. (You don't want to piss 'em off.)

The answer depends on your citizenship... where are you from? Citizens of Andorra, Argentina, Australia, Austria, Belgium, Canada, Chile, Costa Rica, the Czech Republic, Denmark, Finland, France, Germany, Great Britain, Greece, Hungary, Ireland, Island, Israel, Italy, Japan, Liechtenstein, Luxembourg, Monaco, Netherlands, New Zealand, Norway, Poland, Portugal, Puerto Rico, San Marino, Singapore, Slovenia, Spain, South Korea, Sweden, Switzerland, United States of America, Uruguay or Venezuela, don’t need a visa to enter Mexico, although you must present a valid passport and fill out an immigration form for tourists and business trips, which can be obtained in travel agencies, airlines or at the point where you enter Mexico. The immigration officer at your point of entry into Mexico can also request that you demonstrate that you have sufficient funds and a return ticket to your country. If you are a citizen of any other country, you need to go to a Mexican consulate to request a visa. If you have a family member, friend or acquaintance in Mexico, he or she can do this at the INM.

http://www.travel.state.gov/visa/temp/without/without_1260.html#exclusion http://www.dhs.gov/xtrvlsec/crossingborders/index.shtm It's about what Mexico requires as well as what the re-entry requirements are for the US. So be very careful about what you travel with. A Passport will always be your safest form of ID and can be used going to and from anywhere. Read both of the information bits posted above.
