It's better than having your shorts fall down to your knees.

Try buying shorts with an elastic inseam and don't carry a bunch of stuff in your pockets.

I suppose that depend on whether one is British or American. If you're British, then by "suspenders" you mean that item which we Americans would call a "garter belt". For a man to wear a garter belt with shorts would look quite ridiculous, and be quite inappropriate in public.

On the other hand, if you're American, then you're talking about an apparatus used to hold one's pants up. If your shorts are loose enough that they are in danger of falling down, then there's no reason not to wear suspenders with them, and it's probably a very good idea to do so.

It's not acceptable to wear suspenders at all unless you have a jacket or something covering them.

Never in any situation, unless you are traveling back in time, a LONG time ago. Try a fashionable belt instead.
