It might seem like bullying, but if you are doing something that clearly violates the Terms of Use, other users can (and will) make you aware of it. Generally, this responsibility is left up the Community Leaders, but they can not be everywhere at all times.
If, however, you feel that you are genuinely being victimized by someone, you can mostly certainly report the incident via the feedback form. That is what it is there for, and I am sure the Staff will make every endevour to reach a solution for you.
