The mail account has to be created by a person with administrative rights on the mail server -- which is generally "not you". The free services like Gmail have automated this so that you can create your own account, and there are public (but non-free) mail services which will allow you to create an account on their domain for a fee. But you cannot create an account on a domain for which you have no rights, such as Answerbag.com.
