Why would you need a permit? Wood is a biofuel and you don't need a permit to produce it. (Though, in some cases you may need a permit to chop down the tree.) Biofuel is just biological stuff that can provide energy. Even wax might be considered a biofuel. So, really it depends on the biofuel, but most biofuels won't require a permit to produce. Though with the way society is moving, we one day may not be able to go to the bathroom or fart without a permit. (No excretion of biofuels without a permit!) http://en.wikipedia.org/wiki/Biofuel

You may not need a permit to produce it, but any fuel used on public roads is required the appropriate taxes. From what I've read, they have caught people. Use your own discretion in "stickin' it to the man". They have to pay for the roads somehow.
