Define legal. If Joe down the road torture someone he go to jail. If Joe ordered someone tortured he go to jail. Those who make the laws and enforce the laws have a different set of laws. It only becomes illegal if you don't cover it up and it becomes an issue. Or they want you out of the office your holding.

The left in the country have a different perception of what torture is, and the right has another. There is laws against torture as stated in the GC. Except some today some wish to change the rules midstream, from both the left and right...depending on what ones agenda is. So how far is one willing to go to achieve the end game. IMO both sides judgment is clouded due to their own agenda.
