i think this is a bit of a grey area, some areas in india turn a blind eye, for example Goa whereas it may be frowned on in other areas and the police will take a harsher stance. my sister went to india a few months ago and she was smoking hashish in cafes just outside of Delhi. in some areas it is quite common for local men to be found smoking and drinking chai and gambling in a cafe while their wives are half way up a mountain plowing fields.

Thanks for your answer. I was in India years ago and I think it would be very difficult to police. I travelled to many villages and like you say, the old men etc. Seems to be a way of life.
