The full saying is 'when in Rome, do as the Romans do' and it can either refer to following local customs when travelling, or to behaving as others do when socialising or working with a different group of people.

"When in Rome, do as the Romans do." Or something to that affect. It means when you visit a place, you should go along with the local customs and traditions. The opposite would be a ignorant, arrogant, ethnocentric tourist. We have so much to learn from other cultures... never think that yours is superior. As nitanitro pointed out, it could also be used to refer to conformity within a society.. for better or worse.
