I tryed to install windows to my laptops new hardrive after a faulty hardrive. but the laptop froze on the installation so nw the computer won't boot up to windows. How can i delete the partial installation so that i can reinstall windows

If the Windows install CD can't delete the existing partitions, you can try a Linux live CD like http://www.sysresccd.org

When you reinstall you can select to completely reformat whatever partition you installed the broken install. Don't select any other option other then completely reformat. (there are other options like repair windows yadda yadda yadda, you don't want those.)
