yes, you can examine the certified at the counter and determine if you want to sign for it or not. if not, then it will be sent back refused, which shows the sender you got it and refused it. that is not particularly a good thing for you. its better to just leave it be and not enquire, so it is sent back unclaimed. the carrier is supposed to put the zip code of the sender on the pink slip. that is your only clue.

You can go to USPS.com then go to "Track & Confirm", enter the article number and it will tell you where the article came from but not the name of person or business that sent it.
