It's hard to answer "why", but the human cerebral cortex is much larger relative to brain size than any other animal -- this endows us with our intelligence. The convolutions allow maximum surface area to be packed into the tightest space, and since it's the surface layers of the cortex that contain the neurons for high-level processing of information, surface area rather than volume is what counts.
