That's the whole point of being a superhero.

I think that like all people, if they are in a position to help those they encounter, they should. I will not hold them accountable for not helping someone they had no idea needed help. It's not their job, it's a kindness on their part.

Interesting question. Power can be used for good or evil purposes, or not used at all. If there were superheroes, the very name implies that they would use their power for good. However, they may decide one day that they don't feel like it, or that they aren't appreciated enough. The only way they are going to be burdened with the responsibility and obligation of helping us regular humans, is if there is some way to police them and keep them in check in case they change their minds about helping us. Who polices the police? That's an age-old question, and one that would almost seem ridiculous in the context of superheroes. After all, if there was a way to legislate or control superheroes, they wouldn't be very super. The only hope we would have is to have someone like Superman, who has super-morals and super-compassion along with his other powers. It is just a given that Superman will do what is right and protect human beings because that is a fundamental part of who he is as a hero. Perhaps a similar mentality would be an inherent "power", or a part of what makes a superhero to begin with.

I do not think they should be "tasked" with saving people. I do think that they should be compensated for it though, should they exist and choose to do so.
