It's called GIMP (GNU Image Manipulation Program) and has most of the best features of Photoshop and Paint Shop Pro. To top it all off... it is entirely free. http://www.gimp.org/ Of course you still have to learn the techniques necessary to do the retouching. You can look up many sites for tutorials and even if they're for Photoshop they should translate to GIMP quite easily. Hope this helps.
