What gives better horsepower (in general), a manifold or a header. What's the difference and why?

An exhaust mainfold is designed to give exhaust gasses a way out. A header does this as well, but it also is deisgned to promote "Scavenging" this is where the exhaust gas from one cylinder actually helps pull the gas from the next cylinder. This process helps the engine to flow more air in and out which increases horsepower. Exhaust modifications should be made with intake mods. for maximum efficiency.
