let's say the person say "im sorry i had to leave early but I had to take the subway today' It wouldn't bother in that case. if the person said "im sorry i hurt your feelings but i was just being honest" i don't know the 'but' thing doesn't seem to be bothering me or I can't think of a good example of where it would. I suspect there is some cases where it has hurt me or annoyed in the past.

I (usually) don't take people who apologize like that seriously.

Yes. My SIL does that. She's not apologizing but uses the phrase "I'm sorry but..." before stating her opinion if it differs from someone elses. She really should just say "I dissagree, ..." and say what she wants to say, it would be a lot less irritating.
