It's hard to pronounce it correctly, so most English speakers resort to "kah-tar" and it's accepted here. We can't make that 't' sound like Arabic speakers can.

I've heard that it's pronounced like "Cutter" but I find that hard to believe.

Kah-'tar (not cutter!), but it's difficult to translate the subtle inflections. Many languages have accent or sound altering punctuation. Hachecks, umlauts, tildes, etc. I've found that when speaking with a non native English speaker, they have a harder time understanding our dialects. Part of it is also the lack of interest of most Americans to understand other cultures.

When I was in Qatar I asked a native and found out that it is pronounced exactly the same way you say the word "guitar".
