According to http://www.infonet.st-johns.nf.ca/cathedral/baptism.htm, yes - godparents must have been baptised. It sort of makes sense, in that they must, in the service, reject the devil and his empty promises, accept the Lord as Saviour, and other such promises. This would be impossible if one was not baptised and believing in the Christian Faith.

Baptism is a sign of obedience to the Lord and follows salvation. If your child is saved then baptism would follow. My children were baptized and no godparents were present. There is only one God. If you are Catholic you might be speaking of Christening. Godparents are chosen for that ceremony. However if the child you are speaking of is an infant and has not chosen to be obedient to the Lord and be baptized, I recommend waiting until he or she has been saved and wishes to follow the Lord. The answer to this question could be answered in many ways depending upon what beliefs the answerer has. I have given you mine.
