I would say with confidence that this probably can't be done. If someone tried to swim underwater fast enough to accomplish this, they would need to use their legs only. Swimming underwater with their arms would add a lot of resistance and take away from forward movement. I don't think that anybody can kick strong enough to completely propel their entire body out of the water. The legs would have to be incredibly strong which would add muscle, hence more weight to lift out of the water. . We just aren't adapted for efficient water movement.

Probably not by pushing off of the water itself, but they certainly can and commonly do propel themselves out of the water by thrusting their legs to push off of the bottom. So technically speaking, yes they can, just not by the same method as a naturally aquatic creature.
