Why do the NCAA and NFHS have the five-second closely guarded violation and the NBA does not?

I don't have an official or correct answer, but I would speculate it's based on a longer shot clock at the college level (don't know HS rules). So at 35 or 45 seconds, the ball can kind of stay in one spot. NBA doesn't have that problem with 24 seconds (often down to 18 or less once you cross half-court). That's my guess.
