Yes. Would Congress/The President? Probably not.
-
Absolutely. Without it, the ACLU would have nothing to do. Seriously, I certainly would.

Yes. I would not be against it being updated to fit modern times however. I think the founding fathers never envisioned what has happened. If they could have they would have added, and I propose that this be added: 11. The Federal Government has no right, and shall never take taxes from individuals for any purpose other than the protection of the country from foriegn or domestic threats. It shall not attempt to redistribute wealth and shall oppose socialism at every turn. The government has not the right to administer the lives and fates of it's people. 12. Members of Congress shall serve no more than two terms so as to ensure they have only the benefit of the country to motivate them, not getting re-elected, lining their pockets and the pockets of their "supporters" in the interest of being re-elected. And noboby who gets drunk and lets a girl drown and lies about what happened because he has no balls can every be elected to office. 13. The President must not get oral sex from young female workers in the Oval Office. This would be an extreme embarrassment to the country.
