Definitely, Fear in particular is most effective at manipulating people en masse, as is greed. Unite the two and you can get a lot of people to do or support things that previously they would have considered completely unacceptable. There is also the use of perceived authority, which is partly based on fear, such as the famous experiments, begun in 1961, by a Yale psychologist named Stanley Milgram on obediance, which showed just how easy it was to get "normal" people to commit acts of torture on other human beings. These experiments are familiar to most psychologists and to many who work in intelligence and related fields. I think greed and fear are both used effectively to manipulate public opinion. I'm less sure about sex. I feel like it works for little things, like buying beer. I'm not so sure it works for big things like going to war or electing an official. I'd be interested to hear more about the use of sexuality to manipulate the masses on bigger issues since I'm struggling to think of an example.
