You know the sinus pressure you feel when you're congested? That because the contents of your sinuses are under a lot of pressure. When mucous comes out, it's under a lot less pressure so it can expand (remember Boyle's law from high school chemistry?).

The white cells in your blood are fighting the cold virus and when both of them die, they are mixed up with mucus. That is why you need to drink a lot of liquids when you have a cold. Mucus is made from water. See also this: http://www.answerbag.com/q_view/41733
