You shouldn't have felt obligated to pay ever, it was advertised as free. If you thought they deserved $20, then by all means pay, however if they are demanding it for an ad that claimed the kitten was free, I most certainly would not pay them and might even ask them to stop calling and report them to the phone company if they continue.

no, you owe them nothing. the ad said free, they intended to give you the kitten free- it's too late for them to change their mind.
