when she wees on the potty pads, say no, pick her up, stick her face in the wee or close to the poo and then put her on the floor outside, and praise her. this is how the puppy training books tell you how to do this, my spaniel learned very quickly slowly reduce the amount of pads you have out on the floor also until eventually you don't need any. my spaniel is 5 now but we still leave her a potty pad on the floor inside if we are leaving her alone for long periods of time and she will use it then, but otherwise she will ask to go out. it sounds harsh but it works :] good luck

Begin moving the training pad closer to the door. Your dog will look for the pad, which is closer to the door. Once it begins going closer to the door, you can be quicker at picking your dog up and placing it outside for it to toilet. When it toilets outside give it LOTS of praise. It will quickly learn to associate outdoors with needing to toilet, as you always act so pleased when it does it outside. And your dog is at an age where it desperately wants to please you. If your dog has an accident inside, do not punish it. Just ensure you keep a better eye on your dog next time. When it sniffs the ground and begins circling, your dog wants to go to the toilet, so be quick at picking it up and taking it outside. Remember, LOTS of praise when it does what you want :)
