You don't have to be rich, but you do have to have a lot of support and do much fund raising. Being rich helps a lot, though.

Not to run for office, but if you want to be elected then you'll usually need some money behind you if you want to get people's attention (as in to create pamphlets and all that, not as in 'people only vote for rich people' : P ).
