Since rising gas prices are ultimately controlled by an international oil cartel about the only thing that a president can do is reduce taxes on gasoline or put temporary price freezes on what the gas dealers can charge the public.

No. Not until we decide to drill for our own oil. But this would cost a few votes, so people will suffer.
