Id like to see it even smaller than that. People taking care of their own community. Seems people are so pre-occupied with..."What are THEY doing?" Rather than tending to their own neighborhoods.

State government. The government that is closest to the people can best solve the issues. Local leaders have to be more accountable because they are more tangible. I can show up to a county board meeting and talk to board members about the issues. Accountable leadership will do more of what is right than what is wrong. Every level of government has corruption, but it's easier handled and punished at the local level. The federal government has built so much bureaucracy it's not even funny.

People need to oversee themselves like it's supposed to be and quit relying on the government to solve all their ills. It's not the duty or responsibility of government to make sure you are happy, fed, clothed, sheltered, or any such thing. And I might add, the government does not have the right to spend the taxpayer's money for same, contrary to popular belief. Our citizen's need to accept responsibility for their lives and be accountable for their mistakes. It is the duty of national government to protect our borders, keep an acceptable amount of national defense at the ready, maintain fair and respectable relations with foreign countries for trade purposes only. And whatever other national services the citizens of this country deem necessary. I.E. mail, interstate highways etc and that is it. It has gotten way too complicated and people have gotten way too soft. Same with the states. They too have way too much power because we have given it to them. I am all for states rights but all entities of government need to understand that they are public servants and keep it in mind at all times.
