Talking about the rating that you are giving on AB, I find it better not to give negative ratings at all. Some day you will also get a 100 % + ratings given. Talking about the ratings that you get on AB, popular questions and answers get more points. So it does not not have necessarily to be "good" or "right", the most important is that it will be appreciated. And to be polite can also help. So if you want to get maximal points, you must be popular. And mind also what you are writing inside your comments. If your questions are not appreciated from some people, you could even get negative points. And those people could even give you downrating on other, harmless questions. Some people just tell what they want to tell and don't give a damn about the feedback. As long as what they tell make sense, they could go on without much DRs. But sometimes, it does not work: in this case you have to find a balance or just avoid some kind of questions, avoid discussion, avoid provocation.
