Airlines have different policies concerning window blinds. Most airlines don't insist on having the blinds open, the only exceptions are window blinds in an exit row. They must be kept open to determine if there is a fire or obstructions outside the exit after a crash that may prevent the flight attendants from opening the exit. You don't want to open an exit if there is a fire outside. Could be very dangerous.

I thought it was common sense.If the blinds are down the pilot cannot see to take off?
