Is testing software a distinct phase of the project or does it come into play during other phases?

    This depends. Generally what happens is that once the software is developed it's been send to the tester for various testing. This is to check whether there's any flaw in the developed software or functionality.

    Now a days, there's a testing process called Agile testing. Here testing is done in each step rather than after the development of the entire software.
