Yes - yes, it is! It's a way of wording a question that can be read in the negative or the positive, depending on your interpretation! Colloquially and broadly used in Ireland for its poetic meter, it could be argued that it's grammatically incorrect - but it is lovely! Where you DRd for this? Why? It's a lovely question!

If the double negative "Is it not a lovely day?" is answered yes, that means that it isn't a lovely day. But answered no, it means it is a lovely day. Strangely enough though when people want to agree to this statement they say yes!
