I am not an american citizen, so I don't know about the States regulations. I would figure yes, though. The Latin saying "Pecunia non olet" (Money doesn't stink) stems from the fact that a tax was laid on the Roman canal system. Companies running public toilets in Europe certainly have to pay taxes on their income. It may be a dirty business, but it is still a business.

Of course you have to report it, if this is a business you have then it will be other business income that you can put on the Schedule C or your 1040. If there were any maintenance/supplies you provide for your "pay toilets" then you can write those off as expenses and hopefully your "pay toilet" income will be cancelled out by those expenses. good luck, i am an accountant so feel free to ask more if u need to.
