No and I have had a lot of massages by both men and women. If I ever thought that, I would report them to their boss and if they were self-employed I would report them to the board!
I once had a male massage therapist press his body against my arm when he clearly had an erection, and I never went back there. I am still touchy today about a massage therapist pressing or leaning against me in any way, and I'll move my arm or leg or whatever to avoid it.
I love getting massages when I travel. In different countries around the world they have different standards of privacy, they are not as concerned about "draping" as we are in the US. In the US you will never be fully uncovered with the sheet, for example. There's nothing inappropriate about less draping, they have less body shame than in the US, it's just different standards.
In Mexico if the therapist has studied in Mexico city he or she will drape the breasts with a small towel and massage your upper chest and stomach. If they studied in Guadalajara they may massage the upper chest arond the neck, but not the stomach.
In some Asian countries they massage about 99% of your body. Again it didn't seem inappropriate, just different standards. The only one that felt inappropriate was my American "leaner."
