Not entirely. Most cats, feral or domesticated, use this as a friendly form of greeting, and since feral cats tend to be solitary, it's more rare but does still happen. The higher the tail is elevated, the more friendly of a greeting the cat is presenting. When the cat senses danger, threat, or feels fearful for any reason, the tail will be tucked down to protect it -- this is the same reason a cat will put his/her ears back when upset/fearful/etc.
