No it doesn't. There could be many reasons for this happening and being hacked is one of the least likely causes. I would though suggest that you download a decent anti virus, such as the free version of AVG and an anti spyware program, such as Spybot or Adaware.

Yes, Take it apart and burn the inside of the tower asap! Or it could just be that your mouse is screwy, or that your computer doesn't have the power to keep up with it's commands, thats why it's lagging badly.
