Is the use of proper punctuations and pronunciations, which seem to be a priority for a few, really needed for a better understanding, so they might be able to give up a good answer?

Some people (especially these days it seems) express themselves so poorly that you really have no idea what they are trying to say. I don't think making mistakes with things like your/you're is a big deal since we all do it sometimes and it doesn't affect the understanding of a sentence. But some people's writing and punctuation is terrible to the point where it's only excusable if they are not fluent in English. That said, all message boards seems to have plenty of grammar Nazis.

It can be better, because there is always less chance for misunderstanding.

Sometimes people actually do understand an ungrammatical question, but since this is a searchable database designed to help people, they believe they can perform two good deeds in one, by helping the asker with grammar, and helping by giving a good answer to the question.

Plus there is the added bonus of helping all future users who search the question.

I am a bit of a grammar/spelling snob and unless the writer's mothertongue is obviously not English, I do get really frustrated, especially when it's just down to pure laziness. I am not a prescriptivist, but I do find myself not wanting to give points/answers to those of poor spelling and grammar.
Some of these answers and questions are really hard to understand with no/hardly any puncuation.

    Yes.

If your question is easily understood, it is going to get more answers and the answers it gets are more likely to be pertinent to the question.

I know that I am likely to skip over questions that are difficult for me to read due to bad grammar and/or spelling.

It certainly helps make the question easier to read, more understandable, and more apt to get decent answers.
