Most likely "no" would apply in most cases. However the laws do make some exceptions when it comes to 'adopting' ones siblings, say the parents are both dead and there are no other family members. The guidelines for that is very strict, comes with Child Protective Service workers who work with the family, keeping an eye on the situation. Adopting a stranger's child one must be of legal age - 18 is really pushing it and most likely would be denied 21 has a better chance. Again this depends on the situation and where things are for both the prospective parent and the child. The social system is gaining a keen insight in the needs of children so the needs of the child would come first.
