I don't know what to do..!!??? my neighbor's dog is outside in the rain right now, she is crying, and i think she is sick because one of her eyes looks almost closed. i want to call the police, but i don't want to get in trouble with my neighbor.

Either call animal control or go get the dog and bring it in your house... When your neighbor returns they will either discover that their dog is missing and (if they care) eventually go looking for it at the pound. (where they will have to pay the medical expenses for the dog's eye care, because the pound will treat the animal.) or You can take it back to them in the morning and tell them you found it wandering around in the rain, with a messed up eye...and by the way, it needs to go to the vet. And yes, I would have no qualms about lying to my neighbor in order to protect an innocent animal.

If you can get the dog.. bring it to their front door and tell them it wandered into your yard and it doesn't look too good. It may need to come inside.

Call animal control, You can call anonymously. They will be able to help the dog and talk to your neighbor.
