A cat needs somewhere to go out of the cold and, especially, the wind. It is a fallacy to believe that they can handle it because they have fur or whatever excuse people use.

Cats are pretty resilient, but they do need a place to go to get out of the elements. There are some cats in my neighborhood that are apparently homeless. I feed them, but catching them and getting them inside is another story. However, there are places where they can get under one of the trailers, under my shed, etc, to get out of the wind, at least. Also, if they are fed, that will help them maintain body heat. If at all possible, fix up some sort of a place for them to get some shelter. If you have nothing else, a trash can, laid down, with a blanket, or some type of bedding, at least keeps them out of the wind and rain/snow/ice, etc.

Where we used to live it got into the 20s a lot and even in the single digits. We had indoor cats and those that could go wherever they wanted. If they had a nice cozy place out of the wet and wind they were very happy outside. The outdoor ones seemed to just like it outside and it didn't matter what the temps were. They did like a warm sunny spot but most of the time, they wanted to be out and running around hunting and doing cat things. I think if they have gone through a shedding during August/Sept. outside and they are used to it, they are very hardy and can live comfortably outside. Here in upstate NY, there are a few wild cats that live around us and it's deep snow here. I think one of those cats stays in the big barn next door but he isn't thin or bad looking.
