When I first started reading your question I immeately thought, Florida... "Right to work" state. Then I read the part about local government... In Florida most employers can discharge you "without cause". That means if you refuse you can be fired. Some local government employees have a union. If that's your case I would recommend you speak with a rep. to see what your rights are concerning this matter.

Forced labor is illegal in America (except for convicted inmates). So the answer is no, you cannot be forced to work EVER. However, if you want to keep your job you have to work according to the terms of your employment contract. If you don;t have an employment contract, you have top work when the boss wants you to work.
