It's been going on for a while. For one thing, since having red hair is uncommon, it has not often entered the popular definition of what it means to be beautiful. It also symbolises the Celts, who we all know received some rather ill cultural treatment. And the Vikings.

I don't know why exactly, but I do know that it started in the Victorian era. Before then, red hair was a symbol of sexuality. And then it became a subject of ridicule. Eventually, it boiled down to "gingers are ugly". And the root cause was forgotten.
