  • It tells people that they cannot turn left, or at least until the arrow goes green.
  • It clears up confusion between the people going straight and those wishing to turn. Lots of people out there should not be out there, but testing was almost non-existent decades ago so like it or not, they're out there. And they don't know the meaning of a big red bulb, requiring their own red bulb with an arrow. It was only put there out of necessity.
