It tells people that they cannot turn left, or at least until the arrow goes green.

It clears up confusion between the people going straight and those wishing to turn. Lots of people out there should not be out there, but testing was almost non-existent decades ago so like it or not, they're out there. And they don't know the meaning of a big red bulb, requiring their own red bulb with an arrow. It was only put there out of necessity.
