I'd say one car for each adult. Common for an apartment complex around here (NC) is 2 per apartment. When it gets to be more, people should use spots further away.

No more than one per licensed driver. We had a neighbor that was single, but he had a three bedroom place and had two cars (one with 4wd and one sports car) and that seemed reasonable. But keeping "extra" cars around is something that isn't fair when you live in an apartment complex with shared common parking. The terms of the lease should state something to that effect.

0, if they don't have a driving license. And else: 1, if they have a good reason for this. Possibly they could also share one. Of course, you could have as much as you like, if you can afford them. But except in some special cases such as a car dealer, the more you would have, the least it would make sense.
