California's proxy marriage law is limited to members of the armed forces who are deployed for conflicts or wars. Colorado's proxy marriage law is also limited in who can be married by proxy. Mexico and Paraguay also deal in mail-order proxy marriages. You have to sign a power of attorney to someone to stand in for you, and some states/countries do not recognize a marriage that was made by proxy. The military has lawyers that can help your boyfriend make the arrangements.
