Why in latin soaps,game shows, and talk shows the women dress like sluts (not that i mind) but in cooking shows they cover up.

I don't think it is confined to latin soaps etc that they dress racily. Look at any soap. And look at cooking shows in general. Presenters tend to be conservatively dressed.

My guess would be that cooking is a more modest thing to do. I don't know. I don't watch much television. To add onto that, whether a woman is dressed like a slut or not depends on your opinion. What you consider slutty, another might view it as modest. :)
