Help answer this question below.

There is a runner on second and pitcher is in windup position. Pitcher raises arms towards his chin, runner goes, pitcher steps off rubber with pivot foot and throws runner out without dropping his arms. Is this a balk?

    When determining whether it's a balk you first have to see what the pitcher's normal windup is. If the umpire judges that by raising his arms towards his chin he has made a motion normally associated with his pitching delivery then it would be a balk.
