In Arkansas, can a 15 yr old refuse to return to the custodial parent? Where can I find these laws online or in print? I am told by local law enforcement that she cannot be forced if she refuses to go back, need more info on this.

The court may hear the child or his/her advocate and make its decision with the child's preferences in mind, but once an order is entered, it has to be either followed or parties have to petition the court again for a change of custody order. Of course, if the child is emotionally or physically endangered law enforcement can become involved and the custody order can be superceded at least temporarily.
