It's best if it is because if it's dead already it can deteriorate very quickly. And if you don't know when it died, you could be cooking already bad fish. Same thing with mussels, clams and oysters.

The fresher the better that said, I always kill it right before and with a quick knife point through the brain. Also I never boil them I steam them.

It's best if it is or else kill it just before you cook it, whether you boil it or steam it or even throw it on a grill. I've done them by cutting them in half lengthwise and laying them on a grill.
