Why isn't "the shocker" symbol of holding down the ring finger with the thumb and extending other three accepted while "flipping the bird" isn't?

I believe its because most people dont know what "the shocker" is or they dont find it offensive...where as "flipping the bird" is widly known as being a symbol of vulgarity
