Yes. It's doing this over the period that it's warming up, but eventually things will go from bad to worse. It's usually just as expensive to get a TV fixed as it is to get a new one.

It could need degausing. Most newer sets automaticlly degause when you turn them off or on. Check the menu and see if there is a degause function. If not, consider how you are turning it off and on. Is it plugged directly into the wall outlet or is it plugged into a VCR or DVD player that has a switched outlet on it? The TV needs to be plugged into the wall or a power strip and turned on or off with its remote or its own built in switch.
